Prepared by: __________ Planning date: __________ Version: __________

## Define the operation

- Credential, state, vessel and fishery requirement register location: __________

## Resolve the gates

- Limited-access permit feasibility and receiving-vessel answer: __________

- Survey, critical repairs and passenger/inspection evidence: __________

- Insurance in force for this service and parties: __________

- Commercial dock and customer pickup permission: __________

## Prepare the first service

- Unrestricted launch cash and downside reserve: __________

- Vessel briefing, drills, reports and closeout trial: __________

## How to use this record

For each row add status, responsible person, evidence location, checked date and next action. Marking a task complete does not prove that an agency issued permission. Keep an unresolved critical gate visible even if other work is finished.

Keep confirmed facts, estimates and unknowns distinct. For a requirement record the responsible source, checked date, supporting evidence and next action. Retain private financial, identity and personnel documents securely; do not put them into public URLs or analytics.

Before acting, verify changing requirements with the responsible agency and obtain qualified advice for the actual operation. This document does not submit an application or establish that any requirement is satisfied.

## Evidence gate register

Repeat for each critical gate:

- Product and dependency: __________
- Present status: unknown / under review / submitted / issued / verified current
- Person responsible: __________
- Supporting evidence and checked date: __________
- Scope/expiration or condition: __________
- Next action and due review: __________
- Decision blocked if unresolved: __________

Suggested gates: actual credential scope; state guide requirements; passenger/vessel authority; fishery access; insurer acceptance; commercial dock rights; critical repairs; unrestricted cash; staffing; booking/refund rehearsal.

## Final product trace

Choose one advertised trip and trace its exact vessel, captain, passengers, waters, targets, guest privileges, price, deposit handling, briefing and reporting. Name the person accepting each handoff. Record unresolved issues against that product rather than issuing a blanket “business ready” label.

Optional improvements may continue separately. A finished logo, attractive website or high checklist percentage cannot close an unresolved operating gate.
